Flying a drone within the city requires AESA/ENAIRE authorisation for the flight, and a municipal permit may be needed if a pavement or road has to be closed for take-off. Commercial drone flights in Spain generally require registration as a drone operator with AESA, a remote pilot competency certificate for the relevant category of flight, and flight authorisation in restricted or urban areas. The exact requirements depend on the drone category and the zone, so check the current AESA rules.
